The Ministry of Commerce announced the implementation of export license management for some steel products

In accordance with laws, administrative regulations and rules such as the Foreign Trade Law of the People's Republic of China, the Measures for the Administration of Imports and Exports of Goods and the Measures for the Administration of Export License, the Ministry of Commerce and the General Administration of Customs have decided to adjust the Catalogue of Goods Subject to Export License Management (2025) (hereinafter referred to as the \"Catalogue\"). The relevant matters are announced as follows:

1. Some steel products (see Annex for details) will be included in the Catalogue.(Dowload from 商务部 海关总署公告2025年第79号 公布对部分钢铁产品实施出口许可证管理)

2. Foreign trade operators exporting the above goods shall apply for an export license based on the goods export contract and the product quality inspection certificate issued by the manufacturer. The Ministry of Commerce and the commerce authorities of provincial-level localities (provinces, autonomous regions, municipalities directly under the Central Government, and cities with separate state planning) entrusted by the Ministry of Commerce, as well as the commerce authorities of some sub-provincial cities (Shenyang, Changchun, Harbin, Nanjing, Wuhan, Guangzhou, Chengdu, Xi'an), shall issue export licenses in accordance with their respective responsibilities. Export licenses for central state-owned enterprises supervised by the State-owned Assets Supervision and Administration Commission of the State Council located in Beijing shall be issued by the License Bureau of the Ministry of Commerce. Export licenses for other enterprises shall be issued by the commerce authorities of their provincial-level localities or sub-provincial cities. Other matters not covered herein shall be implemented in accordance with Announcement No. 65 of 2024 jointly issued by the Ministry of Commerce and the General Administration of Customs.

3. This announcement shall take effect from January 1, 2026.
